This Request for Proposal is an invitation to qualified, professional consultants to submit Proposals for Consulting Services for the preparation of a new Official Plan, to support the Township of West Lincoln. The Township of West Lincoln is a rural community with a population of approximately 15,500 people, lying within the Niagara Region between the City of Hamilton to the west, Haldimand County and Township of Wainfleet to the south, Town of Pelham to the east and Town of Grimsby and Town of Lincoln to the north. The Township is a lower tier municipality, providing a full range of municipal services to its residents including Administrative and Finance, Fire, Engineering, Planning, Roads and Public Works, Library and Recreational services. The community is characterized by a number of key attributes including prime agricultural lands, natural heritage areas, 14 rural settlement areas and one urban centre being. These and other attributes provide an enjoyable rural and small town environment that the residents wish to maintain while the Township grows over the next 25 years to a population of nearly 40,000 people. In recognition of the attributes that make West Lincoln a vibrant community with a sense of place, it is important to manage change and growth to determine an acceptable balance between what the Township is today and what it might be in the future. Future growth must be managed to preserve, protect and enhance the irreplaceable attributes of the Township and to foster stewardship of the community for the present and future generations. The current Provincial Planning Statement 2024 is the guiding policy document with which conformity must be measured. On March 31, 2025, the Province (Bill 23) revoked planning responsibilities from the Niagara Region. At that time, the Niagara Official Plan became an Official Plan for each of the local municipalities. The Niagara Official Plan is anticipated to remain in effect until such time as the Township adopts a new Official Plan. The Township’s new Official Plan project will review the current Official Plan alongside with the Niagara Official Plan and the other Provincial planning documents in order to fulfil the Plan conformity requirements of the Planning Act. Following the approval and adoption of the new Official Plan, the current Niagara Official Plan and Township Official Plan would be repealed.
